INTRODUCTION : The necessity for filing an application in A P A T (ANDHRA PRADESH ADMINISTRATIVE TRIBUNAL) Arises when an order or a government GO is not being acted upon which results in great hardships for a State Government Employee. In short, anything and everything with regard to disputes, claims pertaining to the service rules, regulations and benefits etc are dealt with A P A T.

2. Nature of the Case Civil nature-(Service Matters)
3. Name of the Service
Case can be filed U/S.19 of Administrative Tribunals Act with respect to disputes and complaints pertains to recruitment and conditions of Service of Persons appointed to public services and posts in connection with the affairs of the Unior or of any of the states of local or other authority within the territory of India or under control of Government of India and for matters connected there with or incidental thereto.
4. Description of Service
Case can be filed U/S.19(1) of Administrative Tribunals Act, a person aggrieved by any order pertaining to any matter within the jurisdiction of a Tribunal, may make an application to the Tribunal for the redressal of his grievance as per the procedure enumerated under Sub-Section 2 of the Act & Rules 4, 8 & 9 of the APAT(Procedure) Rules, 1989.
  5. Documents required for the case :
 
a) Copy of Appointment Order,
b)
The written Communications by the party to the authorities
c) Copy of Service Rules
d) G.O. if any, related to the issue on which the party wants to rely.
e) The alleged order against which the party intends to approach the tribunal
f) Copies of all relevant documents available if any
6. Time required for filing case
within 3 working days of the Court except Saturday from the date of receipt of all the required documents.
7. Official Court fees for filing case
Rule 7 of APAT (Procedure) Rules, Every application filed with the Registrar shall be accompanied by a fee of rupees fifty to be remitted either in the form of crossed demand draft on a nationalized bank in favour of the Registrar of the concerned Bench and payable at the main Branch of that bank at the station where the seat of the said Bench is situate, or remitted through a crossed Indian Postal Order drawn in favour of the Registrar of the concerned Bench and payable at the post office of the station where the said Bench is situate.

Provided that where the Tribunal permits a single application to be filed, either by more than one person or by an Association, the fee payable shall be rupees fifty:

Provided further that where the Tribunal is satisfied that an applicant is unable to pay the prescribed fee on ground of indigence, It may exempt such an applicant from the payment of fee.

9. LIMITATION
Sec. 21 of the Administrative Tribunals Act -
(1) A Tribunal shall not admit an application, -
(a) in a case where a final order such as is mentioned in clause (a) of sub-section (2) of section 20 has been made in connection with the grievance unless the application is made, within one year from the date on which such final order has been made;
(b) in a case where an appeal or representation such as is mentioned in clause (b) of sub-section (2) of section 20 has been made and a period of six months had expired thereafter without such final order having been made, within one year from the date of expiry of the said period of six months.
